Your Maryland Auto Insurance Book Is Getting a Major Upgrade — And You Can Get It for Free

Joe Bowers has been writing about Maryland auto insurance since 2011. Not because it is a particularly exciting topic, but because he has spent his entire career watching what happens when people find out their coverage was not enough. The new 2026 edition of his auto insurance guide is almost finished, and every Maryland driver should have a copy before the year is out.

One Case That Changed Everything

The original book, Buying Auto Insurance in Maryland, came out of a defining moment in Joe’s early career. He was working at another law firm at the time, and he drove all the way to the Ocean City area to meet a woman who had been catastrophically injured in an accident. She was not at home recovering. She was in an inpatient rehabilitation facility, still there a week after the crash, after having her hips crushed, going through surgery, and being discharged from the emergency room with months of recovery still ahead of her.

When everything was tallied up, the other driver had no insurance at all. The vehicle she was in carried a single $50,000 policy. Joe and the attorneys at his firm exhausted every available option to find additional compensation. There was none. A case that would have been worth close to a million dollars, even fifteen years ago, settled for $50,000.

That was the moment Joe stopped simply representing injured people and started educating them before accidents happened.

A Guide That Has Grown With the Law

The first edition of the book reflected what Maryland law looked like in 2011. At that time, the mandatory minimum liability limits were $20,000 per person and $40,000 per accident. Joe and his colleagues at the Maryland Association for Justice were actively lobbying to raise those numbers, and by the time he opened his own practice in Elkton in 2014 and released the second edition, the law had changed. Minimums had increased to $30,000 per person and $60,000 per accident, and the second edition reflected that shift along with new content on gap insurance for drivers who still owe money on a totaled vehicle.

The 2026 edition is the biggest update yet, running roughly twice the length of the original. The title has changed, too. Joe is not holding back anymore. The new edition is called Your Insurance Policy Sucks. While You’ll Eventually Regret It and How to Fix It Before It’s Too Late.

What Is Inside the New Edition

The book opens with the fundamentals. Personal injury protection, collision coverage, rental coverage, liability, and uninsured and underinsured motorist coverage are all covered in full, updated to reflect where Maryland law stands today.

From there, Joe goes into material that was either new or substantially expanded from earlier editions.

Enhanced Underinsured Motorist Coverage is one of the most important sections. This coverage came into effect in Maryland in 2018 and was updated again in 2024. Both versions are covered in detail because understanding how enhanced UIM works can make an enormous difference in what is recoverable after a serious accident.

Why Most Policies Fall Short is a chapter Joe has been waiting to write. He lays out the most common mistakes Maryland drivers make when putting together an auto policy, and the list starts with buying coverage online without guidance. When you click through a carrier’s website without anyone reviewing your choices, you are almost certainly waiving coverages you did not know you needed. PIP waivers with carriers like Geico and Progressive are a specific example Joe calls out by name.

Multi State Accidents get their own dedicated chapter. Because much of the Bowers Law client base lives in Cecil County and crosses into Delaware and Pennsylvania regularly, Joe walks through exactly how the rules in each state interact with a Maryland policy. The differences are significant and the chapter is the most Cecil County specific section in the book.

Questions to Ask Your Insurance Agent is brand new to this edition. Joe has put together a list of specific questions Maryland drivers should ask any agent they are considering doing business with. If the agent cannot answer them correctly, that is a red flag. He also notes that even a weak agent can write a technically sound policy, which is why getting an independent review matters regardless of who sold you your coverage.

A DIY Framework for Reading Your Own Policy rounds out the core of the book. For anyone who wants to go through their declaration page without calling anyone, Joe provides a step by step approach for identifying gaps, understanding what the numbers actually mean, and knowing what to ask before the next renewal.

The Book Is Free — But the Review Is More Valuable

The 2026 edition is available on Amazon, but Joe’s clear instruction is simple: do not buy it. Anyone who schedules a free insurance review through his office will receive a physical copy mailed directly to them at no charge once the book releases, likely in early September.

The review itself requires nothing more than submitting a declaration page. Joe will go through the policy, flag what is working, identify what needs attention, and tell you exactly what to change. He will also review a policy you are shopping but have not purchased yet, which means there is no reason to wait until renewal time. During the month of August, every review also enters the participant to win Baltimore Ravens season tickets and triggers a $5 donation to Voices of Hope.

Anyone who participated in the April contest is already on the list and will receive a copy automatically. Clients who come into the office will be able to pick one up in person. The only version Joe does not recommend is buying it yourself.

Joe Bowers is not an insurance agent. He does not earn a commission if your coverage improves. He is an accident and injury attorney who has spent his career watching the gap between what injuries are worth and what insurance pays. His guide exists because closing that gap starts with the decisions you make before you ever need to file a claim.
