Jobeth R. Bowers

Attorney Bowers is the founder of Bowers Law, and a graduate of the University of Baltimore School of Law. He is active within the Cecil County Community, and a member of the Elkton BNI Chapter. He has handled personal injury claims for nearly a decade, and has been handling criminal matters in court since he was in law school. While unverified, many local practitioners believe that he may be the only attorney to have handled a criminal jury trial while still being a law student. He also devotes a significant amount of his time volunteering within the community, whether through county or state organized agencies, or through his own pro bono efforts. He has received the prestigious honor of being named ‘Super Lawyer’ in each year that he has been admitted to practice, an honor only bestowed upon the top 2.5% of Maryland Lawyers.


Elisabeth Hellwig

Currently Elisabeth is a Maryland admitted attorney focusing on criminal defense among other practice areas. She received a not guilty verdict on her first criminal jury trial, which had a jury of only eleven people.

Elisabeth is a graduate of New England Law | Boston, at which she received a CALI award in School Governance and Teacher’s Rights and participated in the Lawyering Process clinic with a focus on family law. She attended Towson University and received a bachelors degree in Law and American Civilization with minors in Political Science and American Studies.


Tracey L. Jones

Attorney Jones is the head of the firm’s civil litigation and worker’s compensation department. She has worked in this type of litigation in Maryland for over 13 years, including appellate worker’s compensation practice.

Justin B. Hill

Attorney Hill is a licensed attorney in Maryland and Washington D.C. Justin attained his Juris Doctor from Charlotte School of Law. He also obtained a Master of Science in Forensic Studies from Stevenson University and a Bachelor of Science in Paralegal Studies from Stevenson University.

Before joining Bowers Law Firm, Justin participated in an internship with the Office of the Public Defender in Baltimore County. He also participated in the Stevenson University Forensic Journal while pursuing the Master of Science. The article in the journal provided an overview of the law concerning search warrants, and the precedent leading up to the current law at that time.

Justin is currently a member of the Maryland State Bar Association, the D.C. Bar Association, the Maryland Association for Justice, and the Harford BNI Chapter. Attorney Hill focuses his practice on personal injury, wills, estates & trusts, debt collection, breach of contract cases, and landlord & tenant law.

Patrick J. Best, of Counsel

Patrick J. Best is a graduate of Pitt Law School in Pittsburgh, PA. He primarily practices in North Eastern Pennsylvania, but handles a variety of cases in an of counsel capacity through Bowers Law. Bankruptcy and Social Security Disability claims handled by Bowers Law are likely to begin with Attorney Best. He has handled hundreds, if not thousands of these claims at both the hearing level as well as through Appellate Practice. He is a go to resource for other attorneys in the area to appeal certain cases to him for further handling.
